There would be no way to know for certain that she's emerging as the frontrunner or by what margin, since in "real" life (in Thedas) there's no one keeping score and no objective measure of support. But in terms of buzz/gossip/bookies adjusting odds/etc., characters who were keeping up with things would be able to figure out that she's gaining momentum and, as the month goes on, increasingly likely to be chosen.
