This library is primarily focused on historical records and treatises on mathematics, philosophy, and natural sciences, etc. While there will be some books concerning magic, they’ll primarily be historical accounts of culturally significant Nevarran mages and their contributions, rather than any spell books or how-to manuals. (Those might have some hints about the device's history if someone sits down and reads them, but there won't be a single volume labeled as a guide to secret magical devices in the city.) Among the books on natural sciences it will be possible to find some about what knowledge of engineering and enchanting various authors have gleaned from the dwarves (or some written by dwarves themselves, most of whom were subsequently assassinated for giving away trade secrets).
There are some artifacts along the lines of moderately important artwork/sculpture/pottery or the sword prince so-and-so used to slay twenty wyverns in the Glory Age, but nothing too precious and nothing particularly enchanted.
But for things more in line with what you’re asking about: Nevarra City’s Circle of Magi and its library were located elsewhere, may they rest in pieces, and much of its contents were recovered by the Inquisition prior to its collapse. The Grand Necropolis located just outside the city presumably has its own private archive of magical texts and devices as well, and there’s still a Circle relatively untouched in Cumberland. So if there’s something in particular about magic you want/need to be discovered and Nevarra seems like the place it would be found, there are options! This just isn’t that kind of library.
